VIPM won't launch on French, German, Dutch or other European Locale Windows

Issue

There is a known issue that causes versions of VIPM between 2010.0.0 and 2011.0.1 to fail on launch under the French and German versions of Windows 7. You will see the splash screen show briefly and then VIPM will not launch.

Solution

The error is caused by incorrect file permissions on a file required by VIPM. Before attempting this fix, please try installing the latest version of VIPM, currently VIPM 2012.
