VIPM Versions Affected
All versions -- the problem is not VIPM version specific.
VIPM is unable to download packages and you see following error.
Check the proxy settings in the VIPM options dialog under the Network (tab), shown below. Change the Configure Proxy to Access the Internet setting to "Use System Proxy Settings (Windows Only)" -- Chances are that it might be set to "No Proxy" which has been show in some cases to product this Error Code 54.
